November 2011. Daylight saving ends in Europe and iPhone owners across several countries sleep through Monday morning, because repeating alarms kept firing on the old clock instead of the new one. Apple had shipped the same failure at New Year. Twice in one year. Move the alarm with the clock.

shift is how far the clock moves, in minutes, and it is negative when the clock moves back. It stays between -1440 and 1440.
Return the alarm time after the change, still counted in minutes after midnight.
A time that runs past midnight in either direction comes back around into the same range.
