Your mission

Lower every leader rating by the same amount, stopping at zero instead of going under.

today's brief

1991. Civilization gives Gandhi the lowest aggression rating in the game, a 1 where every other leader sits higher. The story everyone tells is that adopting democracy took two off that 1 and wrapped an unsigned byte round to 255, turning the pacifist into the keenest nuclear power on the board. Sid Meier says it never happened. Nobody has found it in the binary either, but the legend outlived the fact and Firaxis started writing it in on purpose. Hold the floor this time.
