The function receives an int value and a base between 2 and 16 inclusive.
Return a freshly malloc-allocated, null-terminated string holding value written in the requested base.
Digits 0 through 9 use the characters 0-9; digits 10 through 15 use lowercase a-f.
Only base 10 may produce a leading - sign. For every other base, encode the raw two's-complement magnitude as if value were unsigned.
INT_MIN must be handled correctly without overflow.
If base is outside the range 2 to 16, return NULL.
The prototype is char *int_to_str_base(int value, int base);.
Only malloc is allowed.
