Your mission

Write a function run_length_encoding that takes a string s and prints each character followed by the number of consecutive times it appears. Limit each run to a maximum count of 9.

Your checklist

• Handle a NULL string safely
• Iterate through the string until the null terminator \0
• Count consecutive occurrences of the current character
• Limit each run to a maximum count of 9
• Print the character followed by its count using write()
